Item #4 <br />CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of November 16, 2004 <br />TO: Honorable Mayor and City Council <br />FROM: Jeannette Olko, Electric Utility General Manager <br />SUBJECT: Reject Proposals to Design and Install a Solar Pool Heating System at the <br />Gonzales Community Center <br />DATE: November 4, 2004 <br />BACKGROUND: <br />On August 4, 2004, the Electric Utility Department issued a Request for Proposal for the design and <br />installation of a solar pool heater and other equipment to reduce the cost of operating the community <br />swimming pool at the Gonzales Center. Two proposals were received on September 8, 2004, for two very <br />different types of technologies, ranging from $113,855.00 to $295,000.00. <br />DISCUSSION/ANALYSIS: <br />After careful evaluation of the two options proposed, and after consulting with the City Attorney, staff is <br />recommending City Council reject both proposals and to redesign the project into two phases. The first <br />phase will be the design phase and the second will be the construction phase. Staff will retain a <br />consultant to design a solar heating system, and to provide clear specifications and drawings. The design <br />phase is expected to cost under $10,000.00.
