CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF NOVEMBER 16, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Jeannette Olko, Electric Utility General Manager .0 <br />SUBJECT: Award of Electric Utility Revenue Metering Upgrade Project <br />Contract to Trimark Associates for $63,728. <br />DATE: November 3, 2004 <br />Item #6 <br />BACKGROUND: <br />The resolution of revenue metering data for power leaving and entering the Colton electric system <br />is accomplished at Southern California Edison's (SCE) Colton Substation. The meters and <br />recorder are currently owned by SCE. The data is read by cell phone modem by our scheduling <br />coordinator, Coral Power, and the revenue data is submitted to the California ISO each month for <br />settlement purposes. However, when the Agua Mansa Power Plant came on line in July 2003, <br />errors were found in the metering data on those days that the Agua Mansa Power Plant was <br />dispatched to generate. As a result, the meter reads have to be estimated by Coral and approved <br />by the California ISO on those days that the power plant generates. Because this data is used for <br />settlement purposes, it is believed that these estimated reads have a financial impact to the <br />Electric Department; but the significance of the impact cannot be determined. City staff have been <br />working with Coral, the California ISO, and SCE to resolve the problem with the meter data. <br />DISCUSSIONIANALYSIS: <br />After a series of discussions with SCE regarding the cost and timeframe to install the meters, it <br />was agreed that the Electric Utility would own and install California ISO compliant metering just <br />outside the property line of SCE's Colton substation. <br />In order to accomplish the installation of new ISO meters, a Request for Proposals was sent out <br />on October 5, 2004 to eight companies that perform turnkey ISO meter installation and are also <br />certified by the ISO. The due date for responses was October 25, 2004. One proposal was <br />received from Trimark Associates Inc. The proposal submitted meets the technical specifications <br />of the RFP. <br />FINANCIAL IMPACT: <br />The cost to purchase and install ISO compliant metering is $63,728.
