CITY OF COLTON Item #12 <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF November 16, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Daryl Parrish, City Manager <br />SUBJECT: Adoption of Resolution Establishing New Salary Range for Chief <br />of Police <br />DATE: November 10, 2004 <br />BACKGROUND: <br />The City Council has established salary ranges for most positions of employment with the City, <br />including the Chief of Police. During recent salary negotiations with the City's current Chief of <br />Police it became clear that the City's existing salary range for this position does not permit the <br />City to pay a salary that is competitive with what other cities in the Inland Empire area are <br />offering. <br />DISCUSSION/ANALYSIS: <br />In order to bring the City's salary range for the Chief of Police position to a level that is <br />competitive with what other cities in the area are offering, the City Manager has determined that <br />it is desirable to raise the salary range for this position. Paying a competitive salary will enable <br />the City to attract and retain individuals with the best qualifications and experience to serve in <br />the position of Chief of Police, which plays a vital role in ensuring the safety of Colton's <br />residents, businesses, and visitors. <br />In order to determine the amount of the salary range increase, the City Manager requested City <br />staff to survey the Chief of Police salaries paid by other cities in the area. The results of this <br />research are presented in the first table attached to this report. As the table reveals, the current <br />salary paid by the City for this position is significantly lower than the salaries paid by every city <br />surveyed, except the City of Redlands, which pays only a slightly higher salary. Based upon <br />this review, the City Manager believes it would be appropriate to increase the salary range for <br />the Chief of Police position by three percent (3%). This would increase the maximum salary to <br />$126,479.28 annually, and increase the salary for lower steps in the salary range as shown in <br />the second table attached to this report. This increase would still set the Chief of Police's pay at <br />a level below every comparison city except Redlands, and it would remain well below the <br />salaries paid by larger cities such as Ontario, Pomona, and Riverside. <br />The City Manager has also determined that it would be appropriate to make the salary.increase <br />retroactive to September 1, 2004 to coincide with the commencement of the Chief of Police's <br />new contract of employment. <br />FINANCIAL IMPACT: <br />Approval of the increase in the salary range for the Chief of Police would have a small ongoing <br />financial impact, since the City would be paying the Chief of Police a salary that is <br />approximately three percent (3%) higher than the current maximum. Since the entire salary <br />range is being shifted upward three percent (3%) to reflect what other cities are paying, future <br />chiefs will also receive somewhat more in salary than under the current range. <br />Funds to pay for this increase are available in the Fiscal Year 2004-2005 budget. <br />
