CITY OF COLTON <br />AGENDA REPORT Item #3 <br />FOR COUNCIL MEETING OF OCTOBER 5, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Daryl Parrish, City Manager <br />SUBJECT: Resolution Opposing Proposition No. 68 — Gaming Revenue Act 2004 <br />DATE: September 27, 2004 <br />BACKGROUND: <br />At its July meeting, the League of California Cities Board of Directors voted to OPPOSE <br />Proposition 68, "The Gaming Revenue Act of 2004". Proposition 68 is supported by the racetrack <br />and card club owners. This Proposition is on the November 2004 Ballot as an initiative that seeks <br />to place casinos in cities and suburbs throughout the state, without limitation or control by local <br />communities. New casinos are anticipated to be larger than three Las Vegas casinos, combined. <br />Yet, they would be exempt from the environmental review process that protects local land use <br />plans, water supplies, air quality and required mitigation of traffic impacts. Proposition 68 monies <br />come with so many "conditions" it would reduce local control, require additional state mandates, <br />and over burden cash-strapped local police, sheriff and fire departments. If this proposition <br />passes, it will have a direct impact on cities. <br />DISCUSSION/ANALYSIS: <br />League of California Cities opposes Proposition 68 and urges public awareness of the impending <br />dangers if this Proposition passes. The City of Colton also takes action by way of a Resolution <br />Opposing Proposition 68 (attached). <br />FINANCIAL IMPACT: <br />Undetermined: Costly burden and its ultimate impact will be shifted to taxpayers. <br />ENVIRONMENTAL IMPACT: <br />Undetermined. Exempts its backers from state and local zoning and environmental laws, <br />including the California Environmental Quality Act (CEQA).
