CITY OF COLTON Item #20
AGENDA REPORT
FOR THE COLTON UTILITY AUTHORITY MEETING OF OCTOBER 5, 2004
TO: HONORABLE CHAIRPERSON AND UTILITY AUTHORITY MEMBERS
FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS
SUBJECT: AWARD OF BID FOR REPLACEMENT PURCHASE -OF 1 % TON SERVICE TRUCK
NOT TO EXCEED $73,000.
DATE: SEPTEMBER 23, 2004
BACKGROUND:
The wastewater maintenance truck is used for hauling equipment, parts and tools. In July of 2002 the
maintenance truck was in a traffic accident, which the City was not at fault. The wastewater department is
currently using a mini truck, which does not allow the maintenance workers to carry their equipment and
tools to the job site.
DISCUSSION/ANALYSIS:
The 1 Y2 -ton service truck includes an auto crane, tow hitch and service bed for lifting heavy equipment,
storage of tools and hauling pumps and motors to work areas. The service truck would increase the safety
and efficiency of the plant maintenance staff by assisting them to haul heavy equipment and tools to their
varied work stations and will also be used for the lift stations.
A Notice of inviting bids was sent out on Wednesday, September 1, 2004 to seven auto dealerships. The
dealerships were given two weeks to respond to the bid opening which was held on Thursday, September
16, 2004 at 2:00 p.m. in the Corporate Yard Conference Room. Three (3) sealed bids were received from
Victor Buick GMC, Mark Christopher Chevrolet and Fairway Ford. The three (3) bids were evaluated on
the service truck specifications and pricing. Victor Buick GMC is the lowest bidder for the 1 Y2 -ton service
truck needed for the wastewater maintenance staff. Please see attached bid analysis.
FINANCIAL IMPACT:
Sufficient funds are available in Capital Improvement Account Number 522-8200-8200-4910-0000-000.
ENVIRONMENTAL IMPACT:
None
CONFLICT OF INTEREST — Gift Disclosure Requirements
Exact Business Name: Victor Buick GMC
President or Equal: Victor Covarrubias, President
Contact: Steve Ley, Government Fleet Sales
RECOMMENDATION:
Staff recommends that the Colton Utility Authority approve to award the bid for the 1 %2 Ton Service Truck to
Victor Buick GMC in the amount of $72,536.65.
Prepared by: Steve Ingersoll, Acting Plant Manager
LREVIEWAMONLY
City ttor
Attorney_,
r Finance Director
City Manager.
- t
,
OTHER:
