Item #13 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF April 5.2005 <br />TO: Honorable Mayor and City Council Members <br />FROM: Bill Smith — Community Services Director <br />SUBJECT: Request Approval of Resolution, Authorizing the Filing of an <br />Application for a State Grant for Park Improvements at Prado Park <br />DATE: March 28, 2005 <br />BACKGROUND: <br />The Community Services Department has been informed of a grant opportunity through the State <br />of California, Land and Water Conservation Fund. This funding can be used for the development <br />of outdoor recreation areas and facilities. The Council -approved Park and Facilities Master Plan <br />calls for needed park development and improvements at Prado Park, in the Reche Canyon area <br />of Colton. <br />DISC USSION/ANALYSIS: <br />As suggested in the Master Plan, Prado Park has a lot of character. It is a natural setting, with <br />many trees, and is located in a densely populated area of the City. The Master Plan also <br />suggests that, with funding, the park could be improved greatly, with the addition of walkways, <br />picnic areas, play equipment, and improved parking. Additionally, it may also be possible to <br />develop a stream area at the park to create a more natural look. Signage is also needed, <br />identifying the park, and highlighting trailhead opportunities immediately adjacent to the park, such <br />as hiking and biking. <br />FINANCIAL IMPACT: <br />There is no financial impact to the City for the approval of this resolution. Financial impacts will be <br />addressed if and when the grant is approved and park planning begins. The grant calls for City <br />funding of the project, with 50% of the cost reimbursed to the City by the grant. City funding <br />needed for the project will come from available Park Development Fees. The approximate cost <br />for this project, as estimated in the Master Plan, is $280,000. Half of this cost would be <br />reimbursed to the City by the grant. <br />ENVIRONMENTAL IMPACT: <br />There is no environmental impact as the result of this resolution. Environmental impacts will be <br />considered and addressed as a standard part of the park planning process, if the grant is awarded <br />to the City. <br />CONFLICT OF INTEREST: <br />None <br />
