CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COLTON UTILITY AUTHORITY MEETING OF AUGUST 2, 2005 <br />TO: HONORABLE CHAIRPERSON AND UTILITY AUTHORITY MEMBERS <br />ITEM #19 <br />FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: AWARD OF BID TO FAIRVIEW FORD FOR PURCHASE OF F450 FLAT BED <br />TRUCK IN AN AMOUNT NOT -TO -EXCEED $29,506.26. <br />DATE: JULY 23, 2005 <br />BACKGROUND: <br />Department of Health Services, Office of Drinking Water requires that the City maintain chlorine <br />residual in the water system to prevent bacteriological problems and to ensure the reliable delivery <br />of a pure, wholesome and potable water supply to the City's residents. The City's Water Division <br />is currently using sodium hypochlorite (bleach) as a disinfectant and is injecting the bleach at each <br />of the City's fifteen (15) well sites. <br />DISCUSSION/ANALYSIS: <br />The City's Water System needs approximately 260 gallons a day of sodium hypochlorite during <br />the summer months (May — September). The Water System Operators deliver fifty-two 5 -gallon <br />bleach containers (260 gallons/520 pounds) to the well sites every day. On a 1 -ton truck the <br />Water System Operator makes 3 trips per day to deliver the 52 containers. <br />To be more efficient and to prevent any potential injuries due to the intensive handling of the 5 - <br />gallon bleach containers that the Water System Operators will be delivering to the well sites, a <br />F450 Flat Bed Truck is a necessity for the Water Department. <br />300 gallon DOT approved sodium hypochlorite containers will be used in lieu of 5 -gallon <br />containers. This will require less handling of containers and reduce the number of trips to and <br />from the wells sites during delivery. <br />A Notice of inviting bids was sent to seven auto dealerships. The bid opening was held on <br />Wednesday, July 13, 2005 at 4:00 p.m. in the Corporate Yard Conference Room. One (1) sealed <br />bid was received from Fairway Ford. The bid was evaluated and met the Water Department's flat <br />bed truck specifications and pricing. Staff had researched the cost and truck specifications <br />needed to handle the weight of the fifty-two 5 -gallon containers before going out to bid. The <br />average cost of the flat bed truck was approximately $33,000. Therefore, Staff recommends the <br />Colton Utility Authority approve the award to Fairview Ford.
