Item #10 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF FEBRUARY 15, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: APPROVE RESOLUTION AMENDING THE SCOPE OF WORK <br />FOR CIP III -14 (AGUA MANSA STREET IMPROVEMENT <br />PROJECT) AND AUTHORIZE THE AWARD OF CONTRACT <br />FOR REPAIRS OF VARIOUS STREETS TO INTERNATIONAL <br />PAVEMENT SOLUTIONS, INC. IN THE AMOUNT OF <br />$99,511.00. <br />DATE: JANUARY 24, 2005 <br />BACKGROUND: <br />The series of heavy and continuous rain in the early part of January 2005 resulted in further street <br />deterioration and numerous potholes all over the City. City street crews started repairing these <br />potholes as soon as weather allowed them. Due to extensive damages brought by the rain, City <br />crews have had difficulty coping with the task of repairing some of the City streets due to <br />recurring potholes. The condition of the streets in some locations is such that just repairing the <br />potholes is no longer adequate to provide a safe travel way. To address this, staff is recommending <br />overlay of one (1") to one and half inch (1-1/2") in certain streets. Streets included in this project <br />(shown on Exhibit "A") are portions along Valley Blvd. and Pepper Ave., Valley Blvd. by <br />Meridian Ave., Valley Blvd. by Rancho Ave., Mt. Vernon Ave. by M street, Mt. Vernon Ave. <br />(south of Santa Ana Bridge), South La Cadena Drive (two locations), Iowa Ave. (south of Jack in <br />the Box) and Riverside Ave. (south of the bridge). <br />ANALYSIS/DISCUSSION: <br />On January 20, 2005, staff sent a Request for Estimate to three (3) local contractors for repair of <br />various streets all over the City as shown on Exhibit "A" but only two (2) responded. The scope <br />of work includes asphalt cold milling, install asphalt leveling course, and 1" to 1-1/2" asphalt <br />overlay. <br />Staff anticipates that this project will prevent further deterioration of these streets and will assist <br />the City crew in coping with their street maintenance schedule. <br />
