FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: APPROVAL OF REQUEST TO UPGRADE THE OFFICE SPECIALIST II <br />POSITION TO AN ADMINISTRATIVE ASSISTANT AND FOR RECRUITMENT <br />AND RATIFICATION OF ONE EMPLOYEE APPOINTMENT TO THE FULL- <br />TIME POSITION OF ADMINISTRATIVE ASSISTANT FOR THE <br />WATER/WASTEWATER DEPARTMENT <br />DATE: FEBRUARY 1, 2005 <br />BACKGROUND: <br />TheWa— te� water Department currently has one Administrative Assistant and one Office Specialist II <br />Position budgeted for FY04-05. The Department Managers and Lead Supervisors for Water/Wastewater <br />Departments currently do not have any administrative support. The budgeted Administrative Assistant <br />currently being filled will provide secretarial support to the Director of W dgete Water/Wastewater and will Assistant <br />the <br />Department contact. Staff is requesting to upgrade the Office Specialist II to an Administrative Assistant <br />for the Department Managers and Supervisors. The salary range for the Administrative Assistant is $2,874 <br />to $3,493 per month. <br />DISCUSSION/ANALYSIS- <br />The Administrative Assistant for the Department Managers and Lead Supervisors will be the main clerical <br />support and will help answer the high volume of phone calls. Also, the Administrative Assistant will assist <br />in grant writing, staff reports and assist in helping the public at Corporate Yard. The Water/Wastewater <br />Department has established an eligibility list for an Administrative Assistant. Staff will recruit for said <br />position from the established list. The candidate chosen will meet the education and experience <br />requirements as specified in the job description. <br />The budgeted Administrative Assistant position at the top step level has been vacant for five months with a <br />salary and benefits savings of $25,324 and the budgeted Office Specialist II position was vacant for two <br />months and is currently vacant with a salary and benefits savings of $9,570. The total salary and benefits <br />savings for the current fiscal year is $34,894. The difference in salary and benefits per year between the <br />Office specialist II and the Administrative Assistant is $11,728 at the A Step Level. <br />FINANCIAL IMPACT: <br />With the total salary and benefits savings of $34,894 for the current fiscal year and the 5% increase in <br />revenue due to the meter change out program the Water/Wastewater Department has no financial impact <br />and staff does not foresee any future financial impact.
