ITEM #16 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JUNE 21,2005 <br />TO: Honorable Mayor and City Council <br />FROM: Josefina M. Kenline, Principal Management Analyst <br />City Manager's Office <br />SUBJECT: Approve a One -Year Agreement with David Turch & Associates for Legislative <br />Advocacy. <br />DATE: June 21, 2005 <br />On April 1, 2001, the City retained legislative advocacy services from David Turch & Associates to <br />advance the City of Colton's federal agenda in Washington, D.C. Besides working to secure <br />federal appropriations funding for City projects, David Turch & Associates also have worked on a <br />number of issues for the City, including the Delhi Sands flower -loving fly and perchlorate <br />groundwater contamination. Below is a list of the appropriations funding the City that has been <br />secured to date: <br />0 $2,000,000 for the Mount Vernon Avenue grade separation and bridge expansion (In <br />House -passed H.R.3/TEA-LU) <br />0 $500,000 to construct grade separations at Washington Ave & UPRR crossing east and <br />Washington Ave & La Cadena Drive (In House -passed H.R. 3/TEA-Lu) <br />0 $4,000,000 for the Rialto -Colton Basin Perchlorate Demonstration Project (Administered <br />by the Pentagon's Environmental Security Technology Certification Program with at least <br />one test site to be located in Colton) <br />0 $600,000 for 3-5 Storm Drain <br />* $200,000 for Colton's Police Activities League <br />0 $ 100,000 for Colton Police Communications Equipment <br />0 $2,500,000 for Wellhead Treatment under the Armyu's RDT&E Account. Funding will be <br />administered through the Environmental Sedur <br />(A list of proposed requests for funding in FY 06/07 is attached.) <br />Their services to the City of Colton are ongoing. Appropriations projects are due in February of <br />each year. David Turch & Associates complete the appropriations forms for each of the City's <br />projects and advance them with our congressional delegation in the House and Senate. In addition, <br />they organize and coordinate the City's Washington, D.C. advocacy trips, usually in late winter or <br />early spring, and work with Members of Congress and their staffs throughout the appropriations <br />cycle — February through September (and beyond if Congress does not complete its budget by <br />September 30th) . They begin to work on the City's next fiscal year federal strategy and <br />appropriations requests beginning in October or November of each year. Additionally, they visit <br />
