Item #12 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF MAY 17, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: AUTHORIZATION REQUEST TO SOLICIT FORMAL BIDS FOR <br />THE MAINTENANCE OF LANDSCAPE AND LIGHTING <br />MAINTENANCE DISTRICTS 1 AND 2. <br />DATE: May 10, 2005 <br />BACKGROUND <br />There exist two Landscape Lighting and Maintenance Districts (LLMD) within the City of Colton. <br />Each District is provided the services of maintaining ornamental lighting, landscaping and all <br />applicable facilities within its boundaries. <br />Within the LLMD District 1, there are five zones. Each zone is levied a different amount that is <br />determined by the benefit units each property type (residential, industrial or commercial) is <br />assigned as compared to the 1.00 Equivalent Benefit Unit (EBU) a single family resident is <br />assigned; the single family unit is used as the basic unit of assessment. In addition to the EBU, <br />the other determining factors in establishing each zone's corresponding assessment are the <br />development status and the acreage of each parcel. The costs associated with maintaining the <br />improvements within each zone are then equally distributed to those parcels within the zone. Only <br />parcels that directly benefit from the improvements are assessed. The parcels within LLMD <br />District 2 are similarly assessed however all the parcels within this district are assessed the same <br />as there are not any zones within this District. <br />ANALYSIS/DISCUSSION: <br />The City has maintained the areas within LLMD 1 since 1999. The areas within LLMD 2 <br />have been maintained by the City since its creation in 2003. The costs to maintain the <br />areas within LLMD 1 have increased while assessments have remained the same since <br />1988. As cost of living have increased since the creation of LLMD 1 costs are no longer <br />being met by the assessments paid by the property owners within the district. Last year <br />the shortfall between assessments and total costs were $197,295 and the coming year <br />the shortfall will total $156,741.90. Currently, the shortfall will need to be absorbed by the <br />City of Colton's General Fund. To have a full scope of the options available staff is <br />following through on Council direction by acquiring the costs of these maintenance <br />services when contracted out. <br />
