ITEM #7 CITY OF COLTON AGENDA REPORT FOR COUNCIL MEETING OF NOVEMBER 1, 2005 TO: HONORABLE MAYOR AND CITY COUNCIL FROM: Amer Jakher, P.E., City Engineer SUBJECT: APPROVE RESOLUTION AMENDING THE CIP BUDGET FOR FY 2005-2006 TO INCLUDE THE IMPOUND YARD CONSTRUCTION PHASE I AND PHASE If PROJECTS, INCREASING THE CIP BUDGET BY $400,000. DATE: October 24, 2005 BACKGROUND: The City's Police Department will be submitting a resolution for Council approval to construct a tow yard on a City owned lot located on Fogg Street, south of W" Street. This project will allow the Police Department to recover costs associated with towed and stored vehicles which were impounded. DISCUSSION/ANALYSIS: The Impound Yard Construction Project will be completed in two phases. The scope of work to be completed in the first phase includes: design of the administrative building, property cleanup, grading and installation of fencing. The project site is prone to dumping thus requires removal of debris and cleanup. Staff is concerned that without fencing the project's site perimeter the project will experience additional costs resulting from repeated warranted site cleanups; Phase is designed to secure the site. The second phase will include the following: completion of fencing, paving, landscaping and installation of a temporary administration building. FINANCIAL IMPACT: Total costs of the Impound Yard Construction Project are estimated at $400,000. Staff estimates the costs of funding Phase I to be $100,000. The total funds needed to complete Phase II of this project will be $300,000. The funding for both Phase I and Phase II projects are available in both VITEP fund 220 and Asset Seizure fund 261. ENVIRONMENTAL IMPACT: This project has been submitted to DRC for approval. The environmental analysis will be completed as part of the consideration of the construction of the tow yard and the necessary land use entitlements. CONFLICT OF INTEREST: None. RECOMMENDATION: Staff recommends approval of the attached resolution to amend the CIP Budget for fiscal year 2005-2006 to include the Impound Yard Construction Phase I and II Projects with a total budget of $400,000. 7/10/03 City Clerk's Office Cb
