ITEM #7 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF NOVEMBER 1, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Amer Jakher, P.E., City Engineer <br />SUBJECT: APPROVE RESOLUTION AMENDING THE CIP BUDGET FOR <br />FY 2005-2006 TO INCLUDE THE IMPOUND YARD CONSTRUCTION <br />PHASE I AND PHASE If PROJECTS, INCREASING THE CIP BUDGET <br />BY $400,000. <br />DATE: October 24, 2005 <br />BACKGROUND: <br />The City's Police Department will be submitting a resolution for Council approval to construct a <br />tow yard on a City owned lot located on Fogg Street, south of W" Street. This project will allow <br />the Police Department to recover costs associated with towed and stored vehicles which were <br />impounded. <br />DISCUSSION/ANALYSIS: <br />The Impound Yard Construction Project will be completed in two phases. The scope of work to <br />be completed in the first phase includes: design of the administrative building, property cleanup, <br />grading and installation of fencing. The project site is prone to dumping thus requires removal <br />of debris and cleanup. Staff is concerned that without fencing the project's site perimeter the <br />project will experience additional costs resulting from repeated warranted site cleanups; Phase <br />is designed to secure the site. The second phase will include the following: completion of <br />fencing, paving, landscaping and installation of a temporary administration building. <br />FINANCIAL IMPACT: <br />Total costs of the Impound Yard Construction Project are estimated at $400,000. Staff <br />estimates the costs of funding Phase I to be $100,000. The total funds needed to complete <br />Phase II of this project will be $300,000. The funding for both Phase I and Phase II projects are <br />available in both VITEP fund 220 and Asset Seizure fund 261. <br />ENVIRONMENTAL IMPACT: <br />This project has been submitted to DRC for approval. The environmental analysis will be <br />completed as part of the consideration of the construction of the tow yard and the necessary <br />land use entitlements. <br />CONFLICT OF INTEREST: <br />None. <br />RECOMMENDATION: <br />Staff recommends approval of the attached resolution to amend the CIP Budget for fiscal year <br />2005-2006 to include the Impound Yard Construction Phase I and II Projects with a total budget <br />of $400,000. <br />7/10/03 City Clerk's Office Cb <br />
