ITEM #13 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF NOVEMBER O1, 2005 <br />TO: Honorable Mayor and Council Members <br />FROM: Jeannette Olko, Electric Utility General Manager <br />SUBJECT: Approval of List of Pre -Qualified Professional Engineering firms <br />DATE: October 27, 2005 <br />BACKGROUND: <br />The Electric Utility has had an ongoing need for professional engineering services to supplement existing <br />in-house resources. The type of support that is needed includes electric power system operations, <br />maintenance, and capital improvement projects. Both the cities of Pasadena and Riverside had similar <br />needs, and had recently completed a process whereby a pool of pre -qualified engineering firms was <br />established to help each utility meet planned goals for capital and operating projects. As similarly done by <br />Pasadena and Riverside, an RFP for General Engineering Services was issued by Colton Electric Utility <br />on August 15, 2005. <br />DISCUSSION/ANALYSIS: <br />The purpose of establishing the pool of engineering firms is to assist the utility to complete its planned <br />projects and to help streamline the administrative process of contracting out engineering services on a <br />project -by -project basis. Some of the projects that the utility needs assistance on is a 10 year Distribution <br />System Master Plan, distribution system expansion, switchgear upgrades, wood utility pole <br />replacement/reinforcement program, cable replacement, distribution capacitor placement program, <br />generation plant build -out, and a possible 230 KV yard for connection to the grid. The services needed <br />include, but are not limited to: project management, construction management, and/or installation of <br />specific projects or tasks; preparation of conceptual and/or preliminary designs; site evaluation, layouts; <br />development of cost and schedule estimates; design review; technical support of testing and <br />commissioning; engineering analysis, design, and/or drawing of equipment and/or systems; preparation of <br />specifications, RFQs, and RFPs consistent with City standards; assistance in evaluation of proposals and <br />responses to RFPs; and preparation of as -built drawings. <br />As projects are identified, the Electric Utility shall send each of the pre -qualified firms the appropriate bid <br />package in accordance with the City's purchasing policy. None of the pre -qualified vendors are <br />guaranteed work, and the Utility retains the right to self -perform or select other vendors to perform the <br />work needed. Each fiscal year, the Electric Utility will issue the RFP for General Engineering Services to <br />allow for changes to the pool of engineering firms. <br />The RFP for General Engineering Services was sent to a list of 13 potential vendors, and a public notice <br />inviting proposals was published in the Sun newspaper on August 17, 2005, and August 29, 2005. Five <br />firms responded to the RFP, and include CH2MHill, Stanley Consultants, Inc., Bibb and Associates, <br />Black and Veatch, and Beacon Integrated Solutions, LLC. <br />
