CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF November 15, 2005 <br />TO: Honorable Mayor and City Council Members <br />ITEM #9 <br />FROM: Bill Smith, Community Services Director, <br />SUBJECT: Approval of Lease Agreement with the County of San Bernardino <br />for the Use of Luque Community Center for the Provision of a <br />Women, Infants & Children (WIC) Program and Authorization of the <br />City Manager to Sign Documents to Execute Said Agreement <br />DATE: November 2, 2005 <br />BACKGROUND: <br />The County of San Bernardino currently utilizes space at the Luque Community Center in order to <br />offer services to families in need, through the "Women, Infants & Children (W.I.C.) Program." <br />This program is a nutrition education and food supplement program that serves lower income <br />pregnant, breastfeeding and postpartum women, infants and children under age 5 years. The <br />program is federally funded and administered by the Department of Agriculture, and is supervised <br />in California by the Department of Health Services. The San Bernardino County WIC Program <br />offers services at 19 sites, including Luque Center, and serves approximately 75,000 women, <br />infants and children. <br />The existing agreement between the City and the County has expired, and it is necessary to <br />execute a new agreement in order to facilitate the continuance of the program at Luque Center. <br />The attached lease agreement (Exhibit A) quantifies expectations and requirements of the County <br />for their use of Luque Center. There are no significant changes to the previous agreement <br />proposed in the new agreement. <br />DISCUSSION/ANALYSIS: <br />The County of San Bernardino has been a good "tenant" at Luque Center, and the services <br />provided are of great value to the community. City staff has had significant discussion with <br />County staff, and the terms of the attached agreement are agreeable to both parties. Additionally, <br />both City and County legal counsel have reviewed the proposed agreement, and both have <br />approved the document. Staff is confident that the County is qualified and able to provide an <br />ongoing level of service consistent with current program expectations. <br />FINANCIAL IMPACT: <br />None <br />ENVIRONMENTAL IMPACT:' <br />None <br />CONFLICT OF INTEREST: <br />County of San Bernardino W.I.C.
