CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF OCTOBER 4, 2005 <br />ITEM #10 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: ANTHONY ARROYO, HR DIRECTOR w�y <br />SUBJECT: APPROVE DECEMBER 26, 2005 AS A CITY OBSERVED HOLIDAY <br />DATE: November 2, 2005 <br />BACKGROUND: <br />This year the Christmas and New Years holidays fall on weekends. All non -safety Memoranda of <br />Understanding (MOU) require employees to work on the Monday following particular (seasonal) holidays that <br />fall on a Sunday. The MOUs state, in part, "For 4/10 employees, if Christmas Eve, New Year's Eve, Christmas <br />Day or New Year's Day fall on a regularly scheduled day off, 10 hours shall be added to the floating holiday <br />bank to be used by December 31St of the following year except for New Year's Day which will be used by the <br />end of that year." The same provision also applies to those employees working eight (8) hour days. <br />Additionally, language in the MOUs negotiated over the last year, allow employees to cash out up to 30 hours <br />of the accrued 40 hours of holiday time earned during this holiday period. <br />The holiday closure would only apply to this year; future years will be dealt with accordingly in all MOUs. <br />Those bargaining groups who would be impacted have been notified by the Human Resources Department <br />regarding the pending closure. <br />DISCUSSION/ANALYSIS: <br />The following agencies were contacted and are closed on Monday, December 26, 2005 and some also on January <br />2, 2006: Fontana, Ontario, Redlands, Rialto, Riverside, San Bernardino (the last four are closed on January 2, <br />2006). <br />By closing on Monday, December 26, 2005, the city is providing a holiday for the day after Christmas. Historically, <br />a city business is light the week after Christmas. Therefore, by being closed on December 26, 2005, there will no <br />disruption of service (city personnel will be required to be on call and will continue to respond to emergencies). As <br />a result of City Hall being closed on December 26, 2005, employees will use the 10 of the 40 hours of accrued <br />holiday time and cash out up to 20 hours and bank the remaining 10 hours. <br />Proper notification will be made using the city's cable channel and notices posted around city hall so that the public <br />is aware of the closure. <br />FINANCIAL IMPACT: <br />No increased financial impact. There is potential for a savings given that employees will only cash out up to 20 <br />hours rather then 30 hours of the holiday time (a good number of employees do take the week after Christmas as <br />vacation and thereby do not cash out on the time). <br />ENVIRONMENTAL IMPACT: <br />Not applicable. <br />CONFLICT OF INTEREST — <br />Not applicable. <br />RECOMMENDATION: <br />Approve December 26, 2005 as a City observed holiday. <br />
