CITY OF COLTON ITEM #5 <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF OCTOBER 18, 2005 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: David R. Zamora, Community Development Director <br />SUBJECT: Request Approval for the Ratification of an Employee Appointment to the <br />Position of Senior Office Specialist for the Community Development <br />Department <br />DATE: October 6, 2005 <br />BACKGROUND: <br />The Community Development Department has been without a Building Division Manager and Plan <br />Check Engineer for several years. These vacancies have not resulted in a reduction of expected <br />services and, as a result, staff has had to assume additional duties. The reassigned additional workload <br />has resulted in changes in the scope and level of work being performed by staff. As a result of a recent <br />reclassification of the previous Senior Office Specialist to a Planning/Building Technician, a vacancy <br />currently exists. <br />The Community Development Department initiated a "Request for Reclassification" on behalf of the <br />employee. However, since an eligibility list already exists, the reclassification procedure was not <br />necessary. <br />ANALYSIS/DISCUSSION: <br />The Senior Office Specialist position assists the three separate divisions within the department and is <br />integral to maintaining the current level of service. An eligibility list already exists from a previous <br />recruitment. The Community Development Department will select from this list. This request will not <br />result in a further increase to authorized positions. <br />FISCAL IMPACT: <br />Current financial impact is approximately $1,100 per year which will be covered by the Department's <br />budgeted adopted by the Council for Fiscal Year 2005/2006. <br />ENVIRONMENTAL IMPACT: <br />Not applicable. <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />Not applicable <br />RECOMMENDATION: <br />Staff recommends that the City Council approve the request for ratification of an employee appointment <br />to the position of Senior Office Specialist in the Community Development Department. <br />REVIEW TEAM ONLY <br />City Attorney: ,� .--- Finance Director: <br />City Manager: Human Resources: <br />
