CITY OF COLTON <br />AGENDA REPORT ITEM #6 <br />FOR COUNCIL MEETING OF OCTOBER 18, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: ANTHONY ARROYO, HUMAN RESOURCES DIRECTOR <br />SUBJECT: APPROVE THE PROPOSED RECLASSIFICATION OF THE <br />SUBSTATION OPERATIONS SUPERVISOR TO SUBSTATION <br />SUPERINTENDENT <br />DATE: OCTOBER 5, 2005 <br />BACKGROUND: <br />Under provisions of Administrative Policy 4.05.330 and approved modification, an employee or <br />department head may request that a classification study be formally conducted "...at any time <br />provided that such requests cannot be made more than once a year..." The process directs that <br />certain steps be taken and it requires input and approval of the immediate supervisor and <br />department head. The Human Resources Director reviews and evaluates the Position <br />Questionnaire and submits a recommendation to the City Manager for approval or denial. A <br />timeline is strictly observed to protect the employee's appeal rights. <br />On June 28, 2005, the employee's department head was provided the "Request for <br />Reclassification" form. On September 27, the employee submitted all the required documents to <br />the Human Resources Department. The delay in providing the documentation was based on a <br />discussion with all parties involves; the employer was in agreement with the delay. The City <br />Manager approved the request on September 29, 2005. <br />DISCUSSION/ANALYSIS: <br />The Electric Utility Department has been without a Substation Superintendent since the retirement <br />of Mr. Dan de la Hoya. Mr. Anthony Siegfried has been in the acting capacity for one year (in <br />addition to assuming his responsibilities and duties as the Substation Operations Supervisor). The <br />Substation Superintendent is responsible for overseeing the daily activities and operations of the <br />Substation Division, in addition, administrative support is provided to the General Manager. <br />Following Human Resources' study, and the department head's recommendation, the proposed <br />classification study recommendation and applicable salary range are listed below: <br />FINANCIAL IMPACT: <br />The proposed increase will not negatively impact the adopted and approved budget for the Electric <br />Department.
