ITEM #10 CITY OF COLTON AGENDA REPORT FOR COUNCIL MEETING OF OCTOBER 18, 2005 TO: HONORABLE MAYOR AND CITY COUNCIL FROM: KENNETH RULON, CHIEF OF POLICE SUBJECT: APPROVE AWARD OF AGREEMENT TO C & H PAINTING AND RESOLUTION TO ADOPT BUDGET AMENDMENT. DATE: OCTOBER 11, 2005 BACKGROUND: Gangs and Tagging Crews continue to graffiti areas of our City causing thousands of dollars in property damage. Such graffiti creates blight in our community and diminishes the quality of life for the citizens of Colton. Staff requested bids from local vendors to provide graffiti removal within a 24-hour period of discovery. DISCUSSION / ANALYSIS: The City's graffiti removal program currently removes Graffiti Monday through Thursday. To augment our current program and expedite the removal of graffiti, staff located two companies that provide graffiti removal (actually "paint -out" just as our own program) services. Los Padrinos Youth Services quoted the following fees: 1. Monday through Friday, 8 hours per day includes paint -out supplies and one day per week water blasting for unpainted surfaces. Monthly costs $4850.00 or 2. Three days per week, 8 hours per day includes supplies. Two paint -out days and one water -blasting day. Monthly costs $ 3000.00 C & H Painting quoted the following fees: All materials supplied and $12.00 per stop. Any stop is $12.00 regardless of amount of paint -out with a minimum of $200.00 per day. (This equates to approximately $2,400.00 per month.) FINANCIAL IMPACT: The funds needed to finance this program are available in unappropriated budgetary general funds, account number 100-2970. The funding needed for this program, $25,000, will be moved from the unappropriated general fund to the Streets Divisional Professional Services account number 100-6150-6160-2350.
