117 <br />Finanra <br />City Attorney Edwards reported the Council in closed sesssion voted to expand the <br />scope of the work of the City's independent auditing firm to include a review of <br />utility billing procedures. Mr. Edwards stated this is done preliminary to <br />installation of the new computer and for a possible change to a monthly billing <br />cycle for utilities. <br />ADJOURNMENT: <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to adjourn to Tuesday, <br />October 27, 1981, at 6:00 p.m. Unanimous vote. <br />i <br />��.kCc'•�-hart <br />HELEN A. RAMOS, CMC <br />City Clerk <br />City of Colton <br />Approved this 3rd day of November, 1981. <br />ADJOURNED COUNCIL MEETING <br />Q OCTOBER 27, 1981 <br />Q In accordance with notice duly and legally given, an Adjourned Regular Meeting of <br />the City Council of the City of Colton was held on the above given date at 6:00 p.m., <br />in the Council Chambers of City Hall, Mayor Gonzales presiding. <br />ROLL CALL: <br />Council Members present were Hayes, Cisneros, Rehrer, Garcia, and Mayor Gonzales. <br />-- Also present were City Manager Trevino, City Attorney Edwards, City Clerk Ramos, <br />and Electric Utility Director Drews. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />The following items were carried over by the City Council from the Adjourned Regular <br />Meeting held October 22, 1981: <br />Agreemen <br />Electric/Power Sales Contract <br />City Manager Trevino reported this item concerns recommended approval to acquire <br />a 1% share of SCPPA's acquisition in the Palo Verde Nuclear Generating Station <br />near Phoenix, Arizona. <br />Councilman Hayes stated that he is still not quite sure on this matter and asked <br />if it would be possible to have a Workshop Session before taking action. <br />Mayor Gonzales stated that Electric Utility Director Drews is present tonight and <br />can perhaps, answer most of the Council's questions or areas of concern. <br />Mr. Gale Drews stated that unfortunately Mr. Alan Watts, Legal Counsel on this <br />matter is unable to be here tonight, however, he would like to address the Council <br />to make several points. <br />Mr. Drews stated he can understand the Council's concern, this is a very big project <br />for the City, but it is his responsibility to look for alternate sources in order <br />to continue to provide all the energy our City needs. Mr. Drews said when any <br />business looks to supply a product, it seeks out the source first and then tries <br />to eliminate the middle man or vendor in order to reduce costs and to secure and <br />provide the product at the best possible price. Mr. Drews said that is exactly <br />what the City of Colton is attempting to do in this venture; the City wants to <br />purchase our energy direct from the source which is Palo Verde Nuclear Generating <br />Station and it wants to eliminate, as much as possible, the middle vendor Edison Co. <br />Mr. Drews reported the City is working to get Edison Company to credit the City for <br />decrease demand on our use of their facility, to this date Edison has not agreed <br />to this. Mr. Drews explained that Edison's bill to the City contains the energy <br />used and the peak demand cost and the higher demand we have, the higher our costs. <br />OCT ;� 7 1981 <br />
