ADJOURNMENT: Moved by Councilwoman Garcia, seconded by Councilman Rios and unanimously passed, Mayor Huntoon adjourned the meeting at 10:55 p. m., to meet for an Adjourned Regu- lar Meeting on Tuesday, June 22, 1982, at 6:00 p. m., in the Council Chambers of City Hall. T(TifTT ) City Clerk City of Colton Approved this 6th day of July, 1982 (") D ADJOURNED COUNCIL MEETING Q Q JUNE 22, 1982 In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City of Colton was held on the above date at 6:00 p. m., in the Council Chambers of City Hall, Mayor Huntoon presiding. Rnl I CAI I Council members present were Rios, Cisneros, Rehrer, Garcia, and Mayor Huntoon. Also present were Acting City Manager Elliott, City Attorney Edwards, and City Clerk Ramos. BUDGET Acting City Manager Elliott reported that Resolution No. 4226, adopting the 1982-83 Fiscal Year Budget has been prepared for Council consideration. Councilman Rios stated that he had prepared a Memorandum to the City Council entitled Funding for Fire Department Sub -station in South Colton. Councilman Rios stated the attached list gives a breakdown for a source of funds to hire personnel to man the proposed fire station in South Colton. Councilman Rios stated he has proposed posi- tion cuts where he feels the City can save money. Councilman Rios said if Council were to adopt his proposed guidelines, it could not adopt the Budget before them to- night. Mayor Huntoon stated that he felt the proposal was something that could be considered in the near future, that the proposal should first be reviewed by the City Manager and that each of the department heads should have an opportunity to have input as to what impact these cuts would have. Mayor Huntoon felt the Budget could still be adopted while the proposal is under consideration; an amendment to the budget can always be considered. Discussion followed among Council Members regarding considering and taking action on Councilman Rios' proposal immediately, due to the fact that this was the first the Council had heard or seen of the proposal. The Council consensus was that the pro- posal had some very drastic cuts, that other methods of financing could be looked at, that adoption of an Operating Budget was a must, that they too were in favor of a Fire Station, and that the budget could always be amended whenever the Council chose to do so. Councilwoman Cisneros stated that she was not prepared to adopt the proposed budget in that there are personnel changes that she does not agree with, however-, she would go along with adopting an Operating Budget without any personnel changes being ef- fected. Councilwoman Garcia and Mayor Huntoon stated that much time had been spent by Staff and the Council in reviewing and discussing the budget and that they were of the opinion that the purpose of the time and meetings were to resolve questions and/or J!JN ;. 1982
