In accordance with <br />Meeting of the City <br />given date at 4: X37 <br />Gonzales presiding. <br />ROLL CALL: <br />ADJOURNED CITY COUNCIL MEETING <br />FEBRUARY 23o 1993 <br />notice duly and legally given, an <br />Council of the City of Colton was <br />P. M., in the Council Chambers of <br />Adjourned Regular <br />held on the above <br />City Hall, Mayor <br />Councilmembers present were Bennett, Sandoval, Cisneros, Cook, Beltran <br />and Mayor Gonzales. Also present were Deputy City Attorney Biggs, City <br />Manager Lewis, and. City Clerk Ramos. At 4#610 R. M., Council -member Rios <br />assumed his place on the dais. <br />AGENDA REVIEW: <br />None. <br />MAYOR. & CITY COUNCIL ITEMS: <br />Nepotism <br />City Manager Lewis said the resolution on nepotism was before then for <br />reconsideration. Councilmember Cisneros recalled the item was included <br />on the agenda for setting of a workshop session. <br />Mayor Gonzales expressed concern with the nepotism polio which exists <br />in the Cita Employees' MOUs. If action is taken, it would appear that <br />the City negotiated in had Faith. Motion .is made by Mayor Gonzales, <br />seconded by Councilmember Beltran, to allow the nepotism policy to be <br />reviewed and negotiated in the upcoming meet and confer sessions. <br />Discussion followed. <br />With most of her questions answered, Councilmember Bennett indicated she <br />would like to see the issue of contracts being let to relatives of <br />councilmembers or commissioners be included, for discussion. <br />Councilmember Beltran stated the nepotism policy regarding a contract is <br />not a. part of the MGI or appropriate for consideration by the unions and <br />association. Mayor Gonzales agreed that under the. law, Council is bound <br />by conflict of interest. <br />Councilmember Bennett requested that "and Commissioners" be included in <br />the definition of "employee." Councilmember Bennett asked if when a <br />contract is under $5,000, it does not go out to bid. Deputy City <br />Attorney Biggs answered. that was correct, it is not required. <br />.Deputy City Attorney Biggs advised that the conflict of interest as to <br />letting of contracts is not an issue to be considered by the employee <br />associations. Councilmember Bennett acknowledged. <br />
