NOTICE AND CALL OF SPECIAL MEETING OF THE CITY <br />COUNCIL/REDEVELOPMENT AGENCY/COLTON UTILITY <br />AUTHORITY MEETING OF THE CITY OF COLTON JOINED WITH <br />THE FOLLOWING BOARDS AND COMMISSIONS: <br />LIBRARY BOARD, CIVIL SERVICE BOARD, CEMETERY COMMISSION, UTILITIES COMMISSION, <br />COMMUNITY FACILITIES DISTRICT COMMISSION, PLANNING COMMISSION, HISTORIC <br />PRESERVATION, MOBILE HOME RENT REVIEW COMMISSION, RECREATION AND PARKS <br />COMMISSION, PARKS AND RECREATION FOUNDATION, AND RANCHO MEDITERRANIA MOBILE <br />HOME PARK HOME OWNERS ASSOCIATION EXECUTIVE BOARD. <br />September 10, 2005 <br />A Special Meeting of the City Council of the City of Colton was held at 6:15 p.m., on the above -given <br />date in the Council Chambers of City Hall, located at 650 North La Cadena Drive, Colton, California, <br />Mayor Bennett presiding. Notice of Special Meeting was given on March 11, 2004, in compliance <br />with Government Code Section 54956. <br />ROLL CALL: <br />Councilmembers present were Suchil, Mitchell, Ramos, Chastain, DeLaRosa, and Mayor Bennett. <br />Also present were City Manager Parrish, City Attorney Derleth, and City Clerk Barrera. <br />Councilmember Hernandez absent. <br />ROLL CALL FOR BOARDS AND COMISSIONS: <br />Quorum <br />Library Board <br />Utilities Commission <br />Planning Commission <br />Historic Preservation Commission <br />No Quorum <br />Civil Service Board <br />Cemetery Commission <br />CFD Commission <br />Code Enforcement Board <br />Mobile Home Rent Review Commission <br />Recreation & Parks Commission <br />Said Special Meeting shall be for the purpose of studying on the following matter: <br />Council/Commission Joint Workshop with Boards and Commissions <br />City Manager Parrish outlined for council and board/commission members the manner of discussion <br />for the discussion for the meeting agenda item, (a) staff will present the information included in the <br />agenda report, (b) opportunity for council comments, and (c) input from the board/commissioners <br />present. Because this is a workshop presentation and environment dialogue will be free discussion <br />and clarification provided by staff as needed. <br />The agenda report provided the following information, (a) background, (b) discussion/analysis, (c) <br />financial impact, and (d) staff recommendation (s). Attachments included, (a) municipal code sections <br />that outlined the appointment process for boards/commissions and the code sections that created <br />the present boards and commissions, (b) staff hours for board/commission matrix, and (c) staff costs <br />for board/commission matrix. <br />City Manager Parrish reviewed in detail information gathered as to the staff hours and staff costs. <br />The matrix listed each board/commission as to time and cost and listed the proposed meeting <br />frequency change if any. Also outlined were recommended change of department facilitation and <br />possible dissolution of certain board/commission as the purpose no longer exists. City Manager <br />
