Anything in this ordinance to the contrary notwithstanding, <br />the owner of any land in the City of Colton used exclusively for residential <br />purposes and located within the "M-1 or M-2 Zones" in said city shall be per- <br />mitted to repair, alter, maintain, enlarge or otherwise make improvements <br />upon said land with out the necessity of obtaining a variance as prescribed by <br />this ordinance or otherwise obtaining an exception thereto;. provided the valua- <br />tion of said repairs, alterations, maintenance, enlargement or other improve- <br />ments shall not exceed in value the sum of $2, 000. 00 and upon said owner <br />obtaining a special building permit so to do. Fees for such a special build- <br />ing permit shall be fixed in the same manner and amount as other building <br />permits in the City of Colton. <br />In the event of said repairs, alterations, maintenance, enlargements <br />br other improvements thereon shall exceed $2, 000. 00 in any 12 month period, <br />a permit shall not be issued by the building inspector without first having <br />obtained the written approval thereof by the Planning Commission which action <br />shall be approved by the City Council.
