i 2 3 4 5 6 7I 8' 10 11. 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 �l 22 23 ORDINANCE NO, 1195 AN ORDINANCE OF THE CITY OF C OLT ON REGULATING AND LICENSING SOLICITORS FOR RELIGIOUS OR CHARITABLE PURPOSES AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF BE IT ORDAINED BY THE, CITY COUNCIL OF THE CITY OF COLTOh Section 1: Recitals The City Council expressly finds that in order to protect the citizen of Colton from injury and to prevent fradulent solicitation., for religious or charitable purposes, and further to prevent wrongful diversion of funds to purposes other than those represented and to secure the citizens of Colton against waste,, and in the interest of public safety, peace, comfort and conven- ience. certain requirements are hereby established as a condition precedent to any person soliciting for the aforesaid purposes in the City of Colton. Section 2: Application Any person seeking to make any appeal to the public collectively or in groups, or to individuals for a charitable or religious purpose by soliciting, collecting gifts, contributions, donations or subscriptions, or by promoting or conducting any sale, bazaar, or exhibition, or by any other means whatsoever, shall establish his identity, his authority to act for the cause which he represents and the time and manner thereof pursuant to the procedure following for the purpose of obtaining a permit from the City of Colton so to do. Section 3. Content of Application Any person hereinafter referred to as Applicant desiring to do any of the acts mentioned in Section 2 above shall file an application in the form of a declaration with the Chief of Police of the City of Colton„ Such applica- tion shall set forth the following information: (a) The full name and address of the applicant and whether he is or has been known under any other name; (b) The full name and address of the person for whom he is soliciting;
