THE CITY COUNCIL OF THE CITY OF COLTON DOES ORDAIN AS FOLLOWS SECTION I - INTENT AND PURPOSE The purpose .of this Ordinance is to safe -guard life, health,, limb, property and the public welfare by regulating and controlling the design, construction, quality of materials and location of all buildings and structures erected or to be erected, and certain grading within the City of Colton. In adopting this ordinance, the City Council declares the regulations and standards established herein to be the reasoriable, regulations necessary for the prr-otection of health, safety and general welfare" SECTI ON 2 - SCOPE ,All. grading cornmenced after the effective date of this ordinance shall be in compliance with this .0rdinance. If two or more provisions of this Ordinance, and any other applicable law., are in conflict, that which provides the greater safety shall prevail, as determined by the Building Official. SECTION 3 - DEFINITIONS For the purposes of this .,Ordinance, the following terms shall be de- fined as follows: A. Building Pad - a relatively flat site which is designed to be occupiedby buildings and is prepared by artificial means, in- cluding grading, excavating, fillWg, or any, combination thereof, B,. City - The City of Colton, California, C. Building Official - The Department of Building and Safety and/or Department of Public Works of the >City of Colton. D. Developer - Any person, persons or corporation developing or contemplating the development of land within the City for any use whatsoever,
