R -116A-93 AND AMENDING THE CITY'S POLICY FOR THE NAMING OF CITY PARKS, PARK FEATURES AND COMMUNITY FACILITIES WHEREAS, the City of Colton provides numerous parks for recreation and leisure pursuits by its residents; and WHEREAS, the City maintains numerous community facilities open to the public; and WHEREAS, it may be appropriate from time to time to honor current or past residents by naming either parks, park features or community facilities in their honor. BE IT NOW THEREFORE RESOLVED AS FOLLOWS: SECTION 1. Policy. The City Council of the City of Colton hereby institutes the following policy for the naming and renaming of the City's existing and future parks, park features and community facilities: 1. Should a new park and/or a park feature be adjacent to a school, the school name shall receive consideration in the naming or renaming of the park or park feature. 2. Private individuals or companies donating park space of five (5) acres or more shall receive consideration in the naming or renaming of the park. 3. Only one park, park feature or community facility may be named or renamed for any one individual. 4. In order to nominate an individual for the naming or renaming of a park, park feature or community facility, a City application form must be completed and submitted to the Recreation and Parks Commission. The application form shall be made available by the Colton Community Services Department. Upon receipt of the application, the Director of the Community Services Department shall cause to be published a notice of intent to name or rename, as the case may be, a park, park feature or community facility. The notice shall be published at least twice, at least five (5) days apart, in a newspaper of general circulation in the City. If the application is to rename a park, park feature or community facility already named for a person, the City shall also use reasonable means to locate and provide the notice via certified mail to the person or their family. The notice shall specify the park, park feature or community facility to be named or renamed, the proposed name, and a brief summary of the applicant's reasons in support of the application. The notice shall also specify a period of time of no less than forty-five (45) days from the date of first publication during which the City will receive comments on the proposed application, as well as alternative applications. At the end of the forty-five (45) day period, the original applications, all comments and any alternative applications received shall be forwarded to the Parks and Recreation Commission for its consideration. No published notice of the alternative applications shall be necessary. The Commission shall consider the application(s) at a public meeting noticed pursuant to Government Code sections 54950 - 54963 ("The Ralph 0RANGE\DRD17832.1
