1 RESOLUTION NO. R-113-03 <br />2 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON APPROVING <br />THE APPLICATION FOR GRANT FUNDS FOR THE ROBERTI-Z'BERG-HARRIS <br />3 BLOCK GRANT PROGRAM UNDER THE CALIFORNIA CLEAN WATER, CLEAN <br />4 AIR, SAFE NEIGHBORHOOD PARKS AND COASTAL PROTECTION ACT OF 2002 <br />5 WHEREAS, the people of the State of California have enacted the CALIFORNIA <br />6 CLEAN WATER, CLEAN AIR, SAFE NEIGHBORHOOD PARKS AND COASTAL <br />7 PROTECTION ACT of 2002 which provides funds for the Roberti-Z'berg-Harris Block Grant <br />8 Program for grants to eligible applicants; and <br />9 WHEREAS, the California Department of Parks and Recreation has been delegated <br />10 the responsibility for the administration of the program and the grant Project shown above <br />11 within the State, setting up necessary procedures; and <br />12 <br />WHEREAS, said procedures established by the California Department of Parks and <br />13 <br />Recreation require the Applicant's Governing Body to certify by resolution the approval of the <br />14 <br />Application before submission of said Application to the State; and <br />15 <br />16 WHEREAS, the Applicant will enter into a Contract with the State of California for the <br />17 Project. <br />18 hereby: NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Colton <br />19 <br />1. Approves the filing of an Application for local assistance funds from the Roberti - <br />20 Z'berg-Harris Urbanized Area Need Basis Program under the California Clean <br />Water, Clean Air, Safe neighborhood Parks and Coastal Protection Act of 2002; <br />21 and <br />22 2. Certifies that the Applicant has or will have sufficient funds to operate and <br />23 maintain the Project(s); and <br />24 3. Certifies that the Applicant has reviewed, understands and agrees to the General <br />Provisions contained in the Contract shown in the Procedural Guide; and <br />25 <br />4. Certifies that the Grantee has or will have available, prior to commencement of <br />26 any work on the Project, the required Match; and <br />27 5. Certifies that the Project conforms to the recreation element of any applicable city <br />or county general plan; and <br />28 <br />6. Appoints the City Manager as agent to conduct all negotiations, execute and <br />submit all documents including, but not limited to Applications, agreements, <br />
