1 RESOLUTION NO. R-113-03 2 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON APPROVING THE APPLICATION FOR GRANT FUNDS FOR THE ROBERTI-Z'BERG-HARRIS 3 BLOCK GRANT PROGRAM UNDER THE CALIFORNIA CLEAN WATER, CLEAN 4 AIR, SAFE NEIGHBORHOOD PARKS AND COASTAL PROTECTION ACT OF 2002 5 WHEREAS, the people of the State of California have enacted the CALIFORNIA 6 CLEAN WATER, CLEAN AIR, SAFE NEIGHBORHOOD PARKS AND COASTAL 7 PROTECTION ACT of 2002 which provides funds for the Roberti-Z'berg-Harris Block Grant 8 Program for grants to eligible applicants; and 9 WHEREAS, the California Department of Parks and Recreation has been delegated 10 the responsibility for the administration of the program and the grant Project shown above 11 within the State, setting up necessary procedures; and 12 WHEREAS, said procedures established by the California Department of Parks and 13 Recreation require the Applicant's Governing Body to certify by resolution the approval of the 14 Application before submission of said Application to the State; and 15 16 WHEREAS, the Applicant will enter into a Contract with the State of California for the 17 Project. 18 hereby: NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Colton 19 1. Approves the filing of an Application for local assistance funds from the Roberti - 20 Z'berg-Harris Urbanized Area Need Basis Program under the California Clean Water, Clean Air, Safe neighborhood Parks and Coastal Protection Act of 2002; 21 and 22 2. Certifies that the Applicant has or will have sufficient funds to operate and 23 maintain the Project(s); and 24 3. Certifies that the Applicant has reviewed, understands and agrees to the General Provisions contained in the Contract shown in the Procedural Guide; and 25 4. Certifies that the Grantee has or will have available, prior to commencement of 26 any work on the Project, the required Match; and 27 5. Certifies that the Project conforms to the recreation element of any applicable city or county general plan; and 28 6. Appoints the City Manager as agent to conduct all negotiations, execute and submit all documents including, but not limited to Applications, agreements,
