0 <br />• <br />• <br />Exhibit E <br />Service Area (or "Credit Area") <br />The Delhi sands flower -loving fly is found in San Bernardino and Riverside Counties. This <br />species is typically found associated with fine, sandy soils, generally classified as the Delhi <br />series. -These soils cover approximately 40 square miles in irregular patches extending <br />between the cities of Colton, Ontario and Chino in Riverside County and in the southwestern <br />portion of San Bernardino County. <br />There are three recognized recovery areas in San Bernardino and Riverside Counties. These <br />recovery, areas are the Colton Recovery Unit, the Jurupa Recovery Unit, and Ontario Habitat <br />Recovery Unit. They are defined by the following boundaries: <br />• Colton Recovery Unit: This unit is bounded to the west by Cedar Avenue, to the east by <br />Pennsylvania Avenue in San Bernardino County, extending along a straight line to the <br />west side of Interstate 215, to the north by Baseline Road, and to the south by the Santa <br />Ana River. <br />• Jurupa Recovery Unit: This unit is located in the Cities of Fontana and Riverside, and <br />unincorporated areas of Riverside County. It is bounded to the north by Valley <br />Boulevard, by Cedar Avenue to the east, Hemlock Avenue in San Bernardino County and <br />Pedley Road in Riverside County to the west, and the Santa Ana River to the south. <br />• Ontario Habitat Recove Unit: This unit located in the Cities of Cucamonga, Ontario, <br />Chino, and Riverside, and in unincorporated areas of San Bernardino and Riverside <br />Counties. It is bounded to the east by Hemlock Avenue in San Bernardino County and <br />Pedley Road in Riverside County, to the west by Central Avenue extending to Highway <br />71, to the north by Baseline Road, and _to the south by a line extending from the <br />intersection of Central Avenue and Highway 71, east to the south bank of the Santa Ana <br />River. <br />While purchase of mitigation credits within the Bank can be to any entity or individual, the <br />use of mitigation credits by that entity or individual to offset impacts of a particular <br />development project is at the sole discretion of the USFWS. The Colton Habitat <br />Conservation Bank may be used to offset impacts to the Covered Species anywhere in San <br />Bernardino and Riverside Counties, which involve Delhi Sands Flower -Loving Fly habitat, <br />including but not limited to the Colton, Jurupa and Ontario Recovery Units as described <br />above which units are defined in the USFWS' 1997 Recovery Plan for the Delhi Sands <br />Flower -Loving Fly. <br />
