CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of <br />APRIL 3, 1990 <br />TO: Honorable Mayor and City Council <br />FROM: JERRY YOUNG, CITY M=ANAGER Date: MARCH 29, 1990 <br />SUBJECT: HUMAN SERVICES DE REORGANIZATION <br />The City's Library currently is a part of the Human Services Department. By definition, <br />the Library is a provider of human services. In reality, the Library is distinct in <br />that its operation is governed by a Library Board of Trustees (and subsequently by the <br />City Council's control over funding and the voter approved City Manager's Ordinance <br />controlling employees). <br />I have met with the Board of Trustees and concur with its recommendation that the Library, <br />once again, be a separate Department of the City and the the following be implemented: <br />1. That the Human Services Director's total compensation be reduced from <br />$71,856 to $61,716 per annum. <br />2. That the City Librarian's total compensation be increased from <br />$56,568 to $61,716 per annum. <br />This would result in a net savings to the City of approximately $5,000 per year. <br />RECCMMENDATION: <br />The City Manager be authorized to establish the Library as a separate Department of the <br />City and implement the salaries and benefits as shown on attachand Resolution. <br />JY/bjw <br />Attachments: Resolution <br />Job Descriptions <br />Page 1 of -9 <br />Item No. <br />CENTRAL RECORDS <br />FILE <br />
