Hutton, Director of Public Works Date: August 2, 1990 <br />SUBJECT: Approval of First Reading of Ordinance <br />Setting Refuse Rates for FY90-91 <br />BACKGROM: <br />On July 17, 1990 staff presented, at a special Council study session, the facts <br />concerning the current fiscal status of the solid waste collection and outlined <br />the requirements of AB939 (the solid waste source reduction mandate). <br />STATEMENT: <br />The County of San Bernardino has increased dumping fees to the City by over 20% from <br />the previous fiscal year. AB939 requires increased source reduction through <br />recycling, which requires capital outlay (investment) to meet the bill mandate. <br />Increases are a direct result from the increased dumping fees, decreasing landfill <br />availability, increasing operational costs and the required need to create a complete <br />source recovery program. <br />ALTERNATIVES: <br />In order to maintain the City's sanitation enterprise, and continue current service <br />levels of twice -a -week pickup and to expand the recycling program to meet the <br />required mandate, revenues must be generated. <br />The alternatives would be to franchise out all City services related to sanitation <br />collection and recycling. <br />FINANCIAL IWACT: <br />Increased fees to the customer to offset increased dumping fees and the recycling <br />program costs and/or offset losses from the General Fund. <br />Additionally AB939 imposes a $10,000 per day fine if the mandate Is not met. <br />ENVIRONMENTAL IMPACT: <br />The waste stream must be reduced and recyc'ling increased, no new technology has been <br />expected to alleviate the waste problem. <br />Attachments: <br />Page 1 of--- ORIGINAI Item No <br />CLU ;� N, iL <br />FILE NO.
