CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of August 21, 1990 <br />TO: Honorable Mayor and City Council <br />FROM: David Michael Davis, City Librarian <br />SUBJECT: Authorization to Accept California Library <br />Services Act (CLSA) "Families for Literacy" <br />Grant Award and to Transfer Monies to Library <br />Date: August 13, 1990 <br />Expenditure Acct. <br />BACKGROUND The Colton Public Library applied for and has been <br />awarded CLSA funding in the amount of $20,555 to initiate a "Families <br />for Literacy" program in Colton during FY 90-91. Colton is one of <br />two public libraries in Southern California to be awarded this grant. <br />The program is designed to involve all volunteer tutors and adult <br />learners in activities that will promote parents and their children <br />reading together. Instructional resource materials will be purchsed <br />and a part-time Familiy Literacy Program Coordinator will be hired to <br />plan and implement suitable programs to fulfill that goal. <br />STATEMENT OF THE PROBLEM We, at the Colton Public Library, hope to <br />reach parents who are having difficulty being a reading role model <br />for their children. We want to work with them, show them how they <br />can better teach their children, and together overcome the cultural, <br />educational, and economic disadvantages that have led to a "literacy <br />gap" in our City. To avoid continuing to transmit low literacy from <br />generation to generation, we must reach the children. We believe <br />that parent-child reading programs are a highly workable approach to <br />reaching two generations at once. <br />ALTERNATIVES Without grant funding, such a program could only <br />otherwise be initiated with the City's general funds. <br />FINANCIAL IMPACT This is a no -cost item to the City. No local <br />matching funds are required. <br />ENVIRONMENTAL IMPACT None <br />RECOMMENDATION Staff recommends that Council authorize the City to <br />accept California Library Services Act (CLSA) "Families for Literacy" <br />grant award and to transfer monies to Library Expenditure Account. <br />The Colton Public Library Board of Trustees has reviewed this matter <br />and concurs with this recommendation. <br />City Manager's Concurrence %.•.-., .�;- -� � .r <br />Attachments: <br />Page t of --i— �; z e �r` L R'LEt:(),":iU <br />_'Item No. <br />J. <br />
