CITY OF COLTON
AGENDA REPORT
For Council Meeting of December 18, 1990
TO: Honorable Mayor and City Council i
FROM: Gale A. Drews, Electric Utility Director P
SUBJECT: PSR SAIF. AGMMM BEIvilEM IDAHO P01M CIWANY Date: December 10, 1990
AND THE CITIES OF AZUSA, BANNING, AND ODLTON; AND
AMENDMENT NO. 1 TO SAID AGREEMENT; AND AMENEMENT
N0. 1. TO THE SUPPLEME2UAL AGREEMENT
The Power Sale Agreement with Idaho is for firm capacity of 3 megawatts, and
associated energy as displayed in Exhibit 1, to serve a portion of the City's
base load requirements. The Department is replacing existing short-term
contracts with long-term contracts to fix future costs of purchased power.
This contract runs to the year 2009.
STATEMENT OF THE PROBLEM
The Department must plan ahead for resources to serve the City's existing and
future loads. This must be done by long-term contracts, building generation
and transmission facilities, or purchasing from SCE. The long-term contract
option is available now but may not be in the future at a reasonable price.
ALTERNATIVES
Purchase all power requirements of the City from SCE.
FINANCIAL IMPACT
Estimated $600,000 savings during first year of contract as compared with the
SCE partial requirements rate.
ENVIRONMENTAL IMPACT
Could be beneficial to air quality in the Basin since the resource is in Idaho.
RECOMMENDATION
That Council approve all contracts necessary for implementing the purchase and
delivery of power from Idaho and that the Electric Utility Director sign all
documents on behalf of the City.
Attachments: (Agreement is on file in City Clerk's office for your review.)
Page 1 Item No. 3
Concur-
