Hutton, Director of Public Works <br />SUBJECT: Approval of Encroachment Permit for Plaza Las Flores Date: December 11, 1990 <br />Mt. Vernon Ave. and Valley Blvd. <br />nnrur :nry tnm . <br />Plaza Las Flores is redeveloping the Mt. Vernon Shopping Center, and as part of its <br />promotion to increase business for the center, they are requesting on offsite pole <br />sign at Mt. Vernon Ave, and Valley Blvd. within the public right-of-way. The <br />conditions set by the Planning Commission are attached. <br />STATEMENT OF THE PROBLEM: <br />The Mt. Vernon Shopping Center has struggled to attract business for several years, <br />Plaza Las Flores is suggesting that the offsite promotional sign located at Mt. Vernon <br />Ave. and Valley Blvd. will attract and promote needed businesses. <br />FINANCIAL IMPACT: <br />None, Plaza Las Flores will pay the City an initial fee of $2,500 the first year <br />and $2,500 + 10% each following year (based on business license fees) as a franchise <br />fee to the City for use of the public right-of-way for the offsite sign. <br />The fees is to be placed into the Parks Division account to help offset costs for <br />beautification of the Mt. Vernon cooridor. <br />ENVIRONMENTAL IMPACT: <br />None, the Planning Commission has reviewed and recoimmnded approval of the offsite <br />pole sign contingent upon the attached conditions. <br />Staff reconmends that Council approve the encroachment permit for the offsite sign <br />for Plaza Las Flores at Mt.
