When the Plan was adopted, the uses on the property were agricultural in nature and at least 50 percent of the property was subject to severe flooding, there- fure the Specifit; Plan rezoned it to agricultural. Apparently, the owners of the property only recently became aware of the zone change which took place in 1987. As a result they have petitioned that this property be rezoned to its original M-1 zoning. Since the 'S'pecific Plan has zoned all the property in the vicinity to M-2, staff suggested to the applicant that a request for M-2 zoning would be proper. The applicant is aware that only the prop" which is out of the flood zone may be developed.
