The city is in the midst of employee contract negotia- <br />tions, preparation of mid -year budget and the process of securing <br />a new city manager. The City Council did not want any procedural <br />interruption in those areas or any other aspect of the ongoing <br />operation of our city government. <br />The City Council directed that effectively immediately on <br />Wednesday, February 7 that you would assume all authority, res- <br />ponsibility and duties of the position of City Manager and to <br />proceed accordingly in administering the day to day operation of <br />the city. <br />Please notify all department heads of this direction.
