CITY OF COLTON AGENDA REPORT For Council Meeting of July 17, 1990 TO: Honorable Mayor and City Council FROM: Helen A. Ramos, City Clerk SUBJECT: Approval of Agreement with County of San Bernardino Date: July 11, 1990 for Collection of Special Assessments Background: Section 29304 of the California Government Code requires that whenever any special charges or assessments are to be collected by the County, there shall be added to the amount of the special charges or assessments an amount fixed by agreement be- tween the district (City) and the County. Statement of Problem: The City Council approved the formation of two Mello -Roos Districts in 1989, Commu- nity Facility District Nos. 89-1 and 89-2 (CFDs). Two new contracts, as attached, are required for the County to collect the special taxes on these districts. The City Council has already approved the same contract with the County, for CFDs 87-1 and 88-1. The cost the City incurs from the County in the collection of the spe- cial taxes can be recouped as an administrative expense and will be built into the annual special tax levy. M.F. Whipple & Associates, Financial Consultants on the Mello -Roos Districts are preparing the special tax assessment schedules for CFDs 89-1 and 89-2. The appropriate resolutions and tax schedules will be submitted for City Council consideration at the August 7, 1990 Meeting. Alternatives: None. The City is not currently in a position to assess and collect the assess- ments in-house. Financial Impact: None. Environmental Impact: None. Recommendation: Staff recommends approval of the attached contracts with the County of San Bernardino for the collection of Special Taxes for Community Facility District Nos. 89-1 and 89-2.
