Aguilera, Director of Community Development/A,,� <br />SUBJECT: Approval of files DCV -36-90 and DCV -37-90; applications by the <br />City of Colton and Adams sign Company for freeway signs. <br />APPLICANT: City of Colton and Adams Sign Company <br />BACKGROUND: N <br />The City of Colton and Adams Advertising have joined forces to create a <br />marketing program for Colton which is unprecedented. Never before had a <br />sign company and a municipal government cooperated in a mutually beneficial <br />venture. <br />The City of Colton proposed that the Adams sign Co. erect a billboard south <br />of the Cooley Ranch on Interstate 215 for the purpose of promoting busi- <br />nesses in the Cooley Ranch, promoting the City of Colton, and posting of so- <br />cial service messages. The agreement between the City Council and Adams <br />states that the sign company will charge only the cost of creating and applying <br />the signs without adding the usual profit to such a task. <br />Adams, in turn, will be allowed to keep their sign they used to replace a pre- <br />viously existing but decrepit sign. Adams will also share the new billboard with <br />the City. The City will have the south -oriented face and Adams will utilize the <br />north -oriented face. <br />Adams will also reimburse the City's expenditure on attorney's fees. <br />Mr. Frank Bryant of Villelli Enterprises has stated that a billboard would in- P <br />crease sales at the RV mall by at least 10%. This means, therefore, a 10% in- <br />crease in the City's taxable sales income. <br />STATEMENT OF THE PROS FM- O <br />The City has spent over $50,000 in attorney fees to keep one billboard out of <br />an area already infested with billboards (there are 11 existing billboards in the <br />area). <br />�S, T <br />r- aria PPnnrt MCV -'49 17-qO <br />
