CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of April 2, 1991 <br />TO: Honorable Mayor and City Council <br />FROM: Gale A. Drews, Electric Utility Director <br />SUBJECT: Award of Professional Services Contract to Date: March 28, 1991 <br />R.W. Beck & Associates for Distribution System Analysis <br />BACKGROUND: A feasibility study was done to improve the system power <br />factor and reduce system losses. It was determined that there is a <br />need to install capacitors and balance the load among the phases. <br />The staff estimates about $50K/year savings after completion of the <br />project. <br />STATEMENT OF THE PROBLEM: To achieve this goal, it is necessary to <br />analyse the distribution system. The Department budgeted $15,000 for <br />this purpose and another $30,000 for compatible software which was <br />needed to achieve the goal. <br />The Department found R.W. Beck & Associates equipped and capable of <br />analysing the system, building the system database and furnishing the <br />software program at an estimated cost of $32,534 for a savings of some <br />$12,500. There is a need to transfer funds from account No. 20-5001-93 <br />to professional services account No. 20-5001-35. The estimated time <br />for R.W. Beck & Associates to complete the work is six weeks. <br />ALTERNATIVES: Staff is not equipped and trained to build the database. <br />With the available equipment, it will take five to six months of the <br />staffs' time just to build the database. Due to limited staff and <br />amount of work involved, this would be an uneconomical and impractical <br />option. <br />FINANCIAL IMPACT: None <br />ENVIRONMENTAL IMPACT: None <br />RECOMMENDATION: Staff recommends Council approve the award of contract <br />to R.W.
