CITY OF COLTON AGENDA REPORT For Council Meeting of April 2, 1991 TO: Honorable Mayor and City Council FROM: Gale A. Drews, Electric Utility Director SUBJECT: Award of Professional Services Contract to Date: March 28, 1991 R.W. Beck & Associates for Distribution System Analysis BACKGROUND: A feasibility study was done to improve the system power factor and reduce system losses. It was determined that there is a need to install capacitors and balance the load among the phases. The staff estimates about $50K/year savings after completion of the project. STATEMENT OF THE PROBLEM: To achieve this goal, it is necessary to analyse the distribution system. The Department budgeted $15,000 for this purpose and another $30,000 for compatible software which was needed to achieve the goal. The Department found R.W. Beck & Associates equipped and capable of analysing the system, building the system database and furnishing the software program at an estimated cost of $32,534 for a savings of some $12,500. There is a need to transfer funds from account No. 20-5001-93 to professional services account No. 20-5001-35. The estimated time for R.W. Beck & Associates to complete the work is six weeks. ALTERNATIVES: Staff is not equipped and trained to build the database. With the available equipment, it will take five to six months of the staffs' time just to build the database. Due to limited staff and amount of work involved, this would be an uneconomical and impractical option. FINANCIAL IMPACT: None ENVIRONMENTAL IMPACT: None RECOMMENDATION: Staff recommends Council approve the award of contract to R.W. Beck & Associates.
