Hutton, Director of Public Works <br />SUBJECT: Approval of Traffic Committee Recommendation to Date: March 26, 1991 <br />Appropriate $30,000 for the Upgrade of the Traffic <br />Signals at Mt Vernon and Colton Avenues <br />BACKGROUND: <br />The intersection of Mt. Vernon and Colton Avenues is a signalized intersection with <br />controls for railroad crossing. The traffic signals for this intersection need to <br />be upgraded in order to meet State standards, and for the proposed development of <br />the area. <br />STATE EW OF THE PROBLEM: <br />The City collects traffic fees from developers in order to install or upgrade traffic <br />control devices. The developer of the Five Points Shopping Center and Plaza Las <br />Glorias have been assessed traffic fees based on their proposed developments, however, <br />these fees will not be collected until the developments are issued building permits. <br />The traffic signals at Mt. Vernon and Colton Avenues need to be upgraded before any <br />incidents occur. <br />ALTERNATIVES: <br />None <br />FINANCIAL IMPACT; <br />None, the developers will pay for the signal upgrade in order to receive a building <br />permit. There is $300,000 in the traffic fee fund account. <br />ENVIRONMENTAL IMPACT: <br />The safety of the public will be improved with the upgrade of the signals. <br />RDCCN&ENIDATION: <br />Staff recommends that Council approve the additional appropriation of $30,000 from <br />traffic fees for the upgrade of the traffic signals at Mt.
