Aguilera, Director of Community Development:X�� <br />SUBJECT: Priorty List of the 1991 - 1992 Community Development Block Grant <br />(CDBG) Projects Per Cooperating Cities Agreement with San Bernardino <br />County. <br />BACKGROUND: <br />At the City Council meeting of March 19, 1991, Council set the Public Hearing for the <br />prioritization of Community Development Block Grant (CDBG) project proposal to this <br />meeting. Colton has been allocated approximately $211,000, in CDBG funds from the San D <br />Bernardino County Department of Economic and Community Development (ECD) per <br />Colton's Cooperating Cities Agreement with the County. Of the total amount, 10% of the <br />allocation ($21,100.00) must be withheld for contingencies, leaving $189,900.00 for the <br />City to budget for the 1991 - 1992 fiscal year. <br />Copies of project proposals not previously reviewed by Council are also attached. These <br />proposals were sent to the City from ECD after the original allocation of funds was made <br />in January, 1991. The proposals are Public Service requests and, should Council consider <br />funding one or more of these projects in lieu of the following recommendations, it should <br />be noted that funding of these public services would then cause the allocations to <br />drastically exceed the suggested maximum for Community Development Block Grant <br />funding. <br />Additionally, the County has given the City written notice that funding for public services E <br />should be limited to approximately 15% of the total allocation. The City is requesting <br />around 20%, for the youth and senior citizen programs, now. The attached list of projects <br />is to be reviewed and approved by the County Department of Economic and Community P <br />Development as eligible for CDBG funding. Taking the allocation constraint into considera- <br />tion, and reviewing the proposed projects, staff recommends the following projects and <br />CDBG allocation based upon notification of additional CDBG funding: <br />1. $104,900 for street improvements (curb, gutter & sidewalk) in census tract 69, O <br />south Colton. <br />2. $40,000 for Graffiti Eradication Program. p <br />3. $20,000 for Senior Outreach Program. <br />4. $25,000 for Youth Intervention Program. s>Lrq FRA1 RECORDS <br />FELE € O. ------------------ �- <br />Agenda Report 9DCCCDBG Page t of 2 <br />-2/ <br />
