CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of <br />TO: Honorable Mayor and City Council <br />April 2, 1991 <br />FROM: EDMUND F. SOTELO, CITY MANAGER _<e_w <br />Date: 04-02-91 <br />SUBJECT: ADOPTION OF NEW JOB DESCRIPTION FOR WATER <br />UTILITIES MANAGER AND WELDER/WATER SERVICE WORKER <br />BACKGROUND: Council approved a Water Utilities Management Study to <br />be conducted by Bruce Cash of Utilities Consultants Inc., at the <br />council meeting of February 5, 1991. As part of the study Mr. Cash is <br />to evaluate the positions in the Water Division, develop minimum <br />certification and write new job descriptions for each position. <br />STATEMENT OF THE PROBLEM: A letter from Mr. Jeff Stone, District <br />Engineer of the State of California Health and Welfare Agency, Office <br />of Drinking Water that states the City is required to employ a Grade <br />III Operator by the Laws and Regulations relating to certification of <br />water treatment facility operation is attached for your review. <br />Mr. Cash has completed the job descriptions for the positions of <br />Water Utilities Manager and Welder/Water Service Worker. The City <br />needs to recruit for both positions, in compliance to State and <br />Federal Regulations. Before recruitment can begin, a job <br />descriptions that accurately describe the duties and requirements of <br />the positions needs to be adopted. <br />Staff anticipates that this action will attract the appropriate level <br />of candidates possessing the qualifications to perform in the <br />respective position. <br />Dena Smith, Labor Relations Representative of the San Bernardino <br />Public Employees Association has reviewed and approved the job <br />descriptions. <br />ALTERNATIVES: None. <br />ENVIRONMENTAL IMPACT: None. <br />FINANCIAL IMPACT: None. <br />RECOMMENDATION: It is staff's recommendation that the City Council <br />adopt the attached job descriptions for Water Utilities Manager and <br />Welder/Water Service Worker. <br />Report prepared by: Sandra Knight, Personnel Director <br />Attachments: <br />Page 1 of—_ — CENTRAL RECORDS Item No. 02 � <br />
