CITY OF COLTON <br />AGENDA REPORT <br />August 6, 1991 <br />For Council Meeting of <br />TO: Honorable Mayor and City Council <br />FROM: David Michael Davis, City Librarian "00114 <br />SUBJECT: AUTHORIZATION TO ACCEPT UNITED STATES DEPARTMENT OF Date: July 29, 1991 <br />EDUCATION LIBRARY LITERACY GRANT ($24,956) FOR THE <br />LUQUE BRANCH LIBRARY & TO ESTABLISH NEW LIBRARY <br />EXPENDITURE ACCOUNTS <br />BACKGROUND <br />The Colton Public Library has been granted $24,956 in Library Services <br />& Construction Act Title VI grant funding to support literacy programs <br />at the new Luque Branch Library during FY 91. The Colton Public <br />Library will hire a Literacy Coordinator for the Luque Branch and <br />recruit and train volunteer tutors and adult learners providing the <br />opportunity to improve their reading and writing skills through a <br />one-to-one learner based goal situation. <br />Unlike current State funding for the Main Library's "Advance to <br />Literacy" program, this U.S. Department of Education grant would be <br />specifically targeted for the South Colton area. <br />STATEMENT OF THE PROBLEM <br />The Colton Public Library recognizes that a unique demand exists for <br />one-to-one instruction in basic reading and writing skills for adults <br />in South Colton. The target audience for the program are adults 16 <br />years of age or older whose low reading level and/or attitude toward <br />classroom based learning prevents successful participation in other <br />educational programs. <br />ALTERNATIVES <br />Without grant funding, such a program could only otherwise be initiated <br />at the Luque Library with the City's general funds. <br />FINANCIAL IMPACT <br />This is a no -obligation item to the City.
