CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of August 6, 1991 <br />TO: Honorable Mayor and City Council <br />FROM: David Michael Davis, City Librarian 440 <br />SUBJECT: AUTHORIZATION TO ACCEPT CALIFORNIA LIBRARY Date: July 29, 1991 <br />SERVICES ACT (CLSA) "FAMILIES FOR LITERACY" <br />GRANT ($20 555) AND TO ESTABLISH LIBRARY <br />EXPENDITURh ACCOUNTS <br />BACKGROUND <br />The Colton Public Library has been granted CLSA State grant funds to <br />continue a "Families for Literacy" program for a second year in the <br />amount of $20,555. The program, coordinated at the Luque Branch <br />Library, involves volunteer tutors and adult learners in activities <br />that promote parents & their children reading together. Instructional <br />resource materials will be purchased and a part-time Family Literacy <br />Program Coordinator will plan and continue to implement suitable <br />programs to promote reading. <br />STATEMENT OF THE PROBLEM <br />We at the Colton Public Library, endeavor to reach parents who are <br />having difficulty being a reading role model for their children. We <br />work with them, show them how they can better teach their children and <br />together overcome the cultural, educational and economic disadvantages <br />that transmit low literacy from generation to generation. During FY <br />90-91, the Colton Public Library "Families for Literacy" program has <br />enrolled 25 local families with 63 children actively participating in <br />the reading program. <br />ALTERNATIVES <br />Without grant funding, such a reading program could only otherwise <br />continue with the City's general funds. <br />FINANCIAL IMPACT <br />No -obligation item to the City.
