CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of August 6, 1991 <br />TO: Honorable Mayor and City Council <br />FROM: David Michael Davis, City Librarian -04 <br />AUTHORIZATION TO ACCEPT CLSA CALIFORNIA <br />SUBJECT: LITERACY CAMPAIGN GRANT AWARD ($71,888) <br />FOR FY 91/92 AND TO ESTABLISH LIBRARY <br />EXPENDITURE ACCOUNTS <br />BACKGROUND <br />The Colton Public Library has been granted CLSA <br />of $71,888 from the California State Library for <br />fourth year of a five year grant. Funds will be <br />salaries and benefits, office supplies, special <br />promotional materials, purchase of the literacy <br />purchase of books & audio-visual materials. <br />Date: July 29, 1991 <br />funding in the amount <br />FY 91-92. This is the <br />utilized for staff <br />tutorial supplies, <br />trailer, and the <br />STATEMENT OF THE PROBLEM <br />The Colton Public Library recognizes that a continuing demand exists <br />for one-to-one instruction in basic reading and writing skills for <br />adults. According to the California Department of Education, 20% of <br />the adult population 16 years and older cannot read. This is the <br />Population that the Colton Public Library's Literacy Program seeks to <br />serve. <br />ALTERNATIVES <br />Without grant funding, such a program would only otherwise be continued <br />with the City's general fund. <br />FINANCIAL IMPACT <br />This is a no -obligation item to the City. No local matching funds are <br />required. <br />ENVIRONMENTAL IMPACT <br />RECOMMENDATION <br />Sta7 recommends that Council authorize the City to accept the CLSA <br />California Literacy Campaign grant award and to establish Library <br />Expenditure Accounts for FY 91/92.
