CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of August 6, 1991 <br />TO: Honorable Mayor and City Council <br />FROM: David Michael Davis, City Librarian..4010 <br />SUBJECT: AUTHORIZATION TO APPLY FOR FEDERAL LIBRARY Date: July 29, 1991 <br />SERVICES & CONSTRUCTION ACT (LSCA) FUNDS <br />FOR THE DEVELOPMENT OF A GRANDPARENTS & BOOKS <br />PROGRAM AT THE COLTON PUBLIC LIBRARY <br />BACKGROUND <br />With the growing interest in inter -generational programs and the <br />increase in use of libraries by children, the California State Library <br />is making available LSCA funds to develop Grandparents & Books Programs <br />in public libraries. The idea of the program is to train volunteer <br />seniors to participate in library children's programs, especially <br />storytimes. Colton Public Library is eligible to apply for a grant <br />award of $5,000 for the Main and $5,000 for the Luque Library. 80% of <br />the funds may be used to purchase children's materials. The remaining <br />amount may be used to provide training for senior volunteers, <br />incentives, flannel board figures, puppets, etc. <br />STATEMENT OF THE PROBLEM <br />We at the Colton Public Library endeavor to reach out to senior <br />citizens by providing materials in both English & Spanish on subjects <br />such as finding housing and responding to medical, legal, & household <br />repair concerns. We want to expand our service & involve seniors as a <br />reading role model for children in order to overcome the cultural, <br />educational & economic disadvantages that transmit low literacy from <br />one generation to another. Such a program would actively involve <br />seniors in the promotion of reading while fostering inter -generational <br />communication and understanding. <br />ALTERNATIVES <br />Without grant funding, such a program could only otherwise be initiated <br />with the City's general funds. <br />FINANCIAL IMPACT <br />This is a no -obligation item to the City <br />required. <br />ENVIRONMENTAL IMPACT <br />None <br />Attachments: <br />No local matching funds are <br />Page 1 of_CENTRAL RECORDS Item No.__� <br />FILE NO. ....-_ 9(—)--. <br />
