CITY OF COLTON <br />AGENDA REPORT <br />August 6, 1991 <br />For Council Meeting of <br />TO: Honorable Mayor and City Council <br />FROM: Leslie Keane Stratton, City Manager 8/1/91 <br />Date: <br />SUBJECT: Authorize City Manager To Grant Extra <br />Step Increase For Exceptional Employee <br />Performance <br />BACKGROUND• <br />Although there is no specific prohibition in the City's adopted Personnel <br />Rules and Regulations, it has been a long-standing policy in the City not <br />to provide extra merit step increases even in instances of exceptional <br />employee performance. This policy is enumerated, however, in a document <br />adopted by Council in 1973, "Administration of Pay Plan". Personnel <br />Rules and Regulations are negotiated in conformance with state law; the <br />"Administration of Pay Plan" document apparently has never been discussed <br />with employee associations. During the last year, two Public Works <br />employees were granted extra step increases for exceptional performance. <br />DISCUSSION• <br />It is not unusual for City Managers to have the authority to grant extra <br />merit step increases for exceptional performance. In some cities there <br />are actually no steps in ranges and the amount of any salary increase is <br />based on individual performance. <br />It appears, however, that Colton has an established policy which has <br />worked well for many years, and it may not be appropriate to modify that <br />policy outside of the annual compensation negotiation process. <br />RECOMMENDATION• <br />1. Approve extra merit step increases already granted to <br />Chris Williams and Annie Delgado; and <br />2.
