CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of AUGUST 6, 1991 <br />TO: Honorable Mayor and City Council <br />FROM: KARL E. GAYTAI, PARKS, RECREATION AND HUMAN SERVICES DIRECTOR <br />SUBJECT: REPORT ON WEEKEND RESTITUTION PROGRAM Date: JULY 31, 1991 <br />REQUESTED BY COUNCILMAN ROY ROMAN <br />(OFFICIALLY KNOWN AS WORK RELEASE PROGRAM) <br />RArKC,R(x TNT) <br />The City of Colton has a contract in force with the San Bernardino County Sheriff's <br />Department that follows certain guidelines as stated in the California Penal Code. <br />Workers do many weed and litter abatement tasks, as well as many City beautification <br />projects, that due to budget constraints, would otherwise go unattended to. The program <br />has provided a substantial amount of community service at a minimal cost to the City. <br />STATEMENT OF PROBLEM: <br />Many departments were accustomed to prior agreements or terms less restrictive than the <br />current amended contract. Workers on this program can be used for City beautification, <br />weed and litter abatement, painting, and general labor tasks that do not require <br />operation of equipment other than as stated in Amended Paragraph #7 of the current <br />contract the City has in force with San Bernardino County for this year. The program was <br />never intended to replace City Employees or provide a work force to assume their <br />regularly assigned duties. The program does provide a tremendous service for the City; <br />however, the program is limited by the scope of work allowed for them to do and the <br />equipment with which to perform the work. With crews doing most work by manual labor, <br />many tasks are often time consuming in the process. Many demands are requested of the <br />program that are not in the scope of the contract. <br />ALTERNATIVES: <br />Next year, the City could chose not to participate in the program when the current <br />contract expires and lose the level of service now provided to the community. <br />FINANCIAL IMPACT: <br />The City now has the program run by part-time, temporary recreation leaders that are paid <br />$5.25 to $5.75 per hour with no benefits. By not using regular full-time employees and <br />losing their time on the job, the City is saving in excess of $71,000 to operate the <br />program. The City also saves money from weed abatement cost and fines on City -owned <br />property. <br />ENVIRONMENTAL IMPACT: <br />The City would have a much greater problem with blight, as the current Parks Department <br />does not have enough staff to assign to these areas attended to by the Weekend Program. <br />Attachments: <br />Page 1 of CENTRAL RECORDS Item No.c;2/ <br />FILE N10, ......... <br />
