Aguilera, Director of Community Development <br />SUBJECT: Initiation of proceedings for the annexation of Peppertree Lane in Reche <br />Canyon (LAFCO 2681). E <br />BACKGROUND: N <br />As requested by the Public Works Department, the Community Development Department <br />submitted an application with the Local Agency Formation Commission on the 12th of D <br />June, 1991, requesting the annexation of a portion of Peppertree Lane in Reche Canyon <br />be annexed to the City. The portion to be annexed is a public road dedicated to the City, <br />serving as access to a recently annexed residential tract, TT 14366. <br />The general location of Peppertree Lane is along Reche Canyon Road, perpendicular to A <br />it, about a mile south of Washington Street. <br />ANALYSIS: <br />R <br />The City has been dedicated a portion of a street which is in the County of San Bernardino. <br />In order to better serve the area, the entire street should be within the corporate boundary <br />of the City of Colton. E <br />ADDENDUM: <br />During the Council meeting of July 2, 1991, Mr. Larry Johnson spoke against the proposed P <br />annexation. The City Manager and I met with Mr. Johnson on July 15, 1991 to discuss his <br />objections. Since Mr. Johnson does not own the property he purports to represent, Mrs. <br />Stratton requested that Mr. Johnson set up a meeting with Dr. Elerd and Mr. Cade. <br />called Mr. Johnson several times during the week of July 22, 1991. On July 26, 1991, 0 <br />Mr. Johnson informed me that he was waiting for a response from Belco regarding a <br />settlement offer. On July 29, 1991, 1 spoke with Mr. Bill Callazo of Belco who indicated <br />that Mr. Johnson's offer was unacceptable. I informed Mr. Johnson of Belco's response. R <br />Mr. Johnson then indicated that he would continue to oppose the annexation.
