Aguilera, Director of Community Development"�� SUBJECT: Approval of the Mead/Adelanto Project Environmental Report, Resolution BACKGROUND: In 1985, Los Angeles Department of Water and Power (LADWP) prepared a Draft Environmental Report (the "Draft ER") and, following public comment and review, issued a Final Environmental Report (the "Final ER") in 1986. Each Mead-Adelanto Project planning participant received a copy of such Draft ER and the Final ER. An addendum to the Final ER (The "Addendum") was prepared by LADWP and adopted by it on June 13, 1991. The Addendum upedates the Final ER. Each Mead-Adelanto Project planning participant recived a copy of the Addendum. Based upon the provisions of the California Environmental Quality Act (CEQA), this governing body should review the Draft ER, Final ER and the Addendum (the "Environ- mental Documents") prior to considering the approval of the Mead-Adelanto Project agreements. Further, this governing body should adopt findings for each significant environmental impact identified in the Environmental Documents and, if that approval is made not- withstanding that adverse environmental effects are likely to remain after the implementa- tion of all adopted mitigation measures, should make a statement of overriding considera- tions. The action discussed in the preceding paragraph should be taken in the form of the attached Resolution. RECOMMENDATION• Staff recommends approval of the attached City Council Resolution approving the Environ- mental Report prepared by the Los Angeles epartment of Water and Power.
