JOHNSON, PERSONNEL DIRECTOR <br />Date•07-24-91 <br />SUBJECT: APPROVAL OF UP TO SIX MONTH EXTENSION ON THE PROVISIONAL <br />APPOINTMENT OF JOHN AHERN, WATER QUALITY CONTROL SPECIALIST <br />BACKGROUND: Council approved a Water Utilities Management Study to <br />be conducted by Bruce Cash of Utilities Consultants Inc., at the <br />council meeting of February 5, 1991. As part of the study, Mr. Cash <br />is to evaluate the positions in the Water Division, develop minimum <br />certification and write new job descriptions for each position. <br />STATEMENT OF THE PROBLEM: Before recruitment can begin, a job <br />description that accurately describes the duties and requirements of <br />the position needs to be adopted. Mr. Cash has submitted draft job <br />descriptions for the positions in the Water Division. The job <br />descriptions need to be evaluated by staff before being submitted to <br />Council for approval. <br />The provisional appointment of Mr. Ahern will expire on August 14, <br />1991. The Personnel System Rules and Regulations, Rule IX, Method of <br />Filling Vacancies, Section 6, Provisional Appointment, states "The <br />City Council may, by a four-fifths vote, extend beyond six months, <br />the period for provisional appointment."
